Quarterly report accuses Kiev of deliberate terror tactics as U.S. and allies ignore war crimes.

On Wednesday, Rodion Miroshnik, the Russian Foreign Ministry’s ambassador-at-large, published a report on the crimes against civilians committed by the Ukrainian Armed Formations (UAF) between January and March 2026.

“The number of civilian victims more than doubled over the period under review, from 387 civilian victims in January to 801 in March, evidencing the premeditated nature of the Kiev regime’s activities to worsen the humanitarian situation in frontline regions,” the Quarterly Report stated.

“This strategy is based on a striving to make up for Ukraine’s losses on the battlefield with attacks on civilians and civilian facilities. It is notable that Kiev’s special services are directly involved in the preparation and implementation of terrorist attacks on civilians,” it added.

From Jan. 1 to March 31, Ukrainian attacks affected 1,725 civilians: 1,459 people were wounded and 266 were killed. Meanwhile, 71 minors were wounded and another seven were killed.

“The Kiev regime is obviously taking greater effort and using more resources supplied by the West to commit war crimes against civilians, undermine Russia’s civilian economy and influence its domestic policy agenda,” the Quarterly Report denounced.

The number of strikes on civilian facilities has also doubled year on year. “The number of munitions launched by the UAF at civilian facilities increased from 22,221 in January-March 2025 to 43,772 in the same period of 2026.”

The Quarterly Report also summarized the state of the situation since the beginning of the Russian special military operation. Since February 2022, Ukrainian forces have killed or wounded at least 24,872 civilians.

More specifically, it indicates that Ukrainian attacks caused the deaths of 8,011 people, 243 of whom were minors. The UAF also wounded 19,861 people, including 1,153 minors.

The figures on war crimes committed by the Ukrainian Armed Formations, however, are systematically ignored by the United States and its allies. That allows them to perpetuate the impunity of the Zelensky regime and divert public funds to finance its terrorist acts, Miroshnik concluded.
